NATIONAL WORKSHOP ON CONTINGENCY PLANNING - SINT MAARTEN

Activity

Participating countries: Anguilla, Saint Martin and Sint Maarten.
Description: The National Oil Spill Contingency Plan (NOSCP) is one of the foundations for an effective and sustainable oil spill preparedness and response framework. The workshop aims to assist in the further development of the NOSCP's in Sint Maarten, Saint Martin and Anguilla in collaboration with key government agencies and stakeholders involved in responding to oil pollution incidents.
Whilst they are two separate countries, Sint Maarten in the south and Saint Martin to the north, they are both located on the same 33 sq mi island, with Anguilla a separate island less than 10 km north. Each Country has their own response structure, national legislation and contingency plans. This can be problematic as any significant oil spill will most likely impact all three territories and require a high degree of cooperation and coordination between them. The implementation of a national workshop to review and discuss the respective national oil spill contingency plans paired with a comprehensive table-top and discussion-based exercise will help the countries to more effectively respond in the event of an actual spill.

    REGIONAL WORKSHOP SUPPORTING IMPLEMENTATION OF THE BALLAST WATER MANAGEMENT CONVENTION IN THE WIDER CARIBBEAN REGION

    Participating countries: Antigua and Barbuda, Belize, Colombia, Costa Rica, Cuba, Dominican Republic, El Salvador, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago.

    Description: The Ballast Water Management (BWM) Convention entered into force on 8 September 2017. To that purpose, the workshop will focus specifically on implementation, compliance and enforcement of the Convention in the Wider Caribbean Region (WCR).
    The workshop will assess the state of play of the Regional Task Force on the Ratification and Implementation of the IMO Convention on BWM in the WCR and El Salvador (RTFWCR), which was established as a regional support mechanism within the framework of the UNEP's Caribbean Environment Program (CEP), and which was tasked, inter alia, to develop and adopt a Regional Strategy and Action Plan for its implementation.
    The 3rd Regional Task Force Meeting on the Ratification and Implementation of the IMO Convention on Ballast Water Management was held in Panama City, Panama, from 5-9 June 2017. That workshop recommended the creation of several workgroups such as:
    • Invasive species portal
    • Port biological monitoring portal - 5 -
    • Ballast water and sediments scientific committee portal
    • Open-ended compliance monitoring and enforcement portal
    • Closed ended compliance and enforcement portal
    • Outreach portal subgroups.
    The regional workshop would review work accomplished since that meeting and assess ' future sub workgroup goals. In addition, this workshop will serve as an opportunity to exchange practices and discuss lessons learned on implementation and enforcement of the BWM Convention in the WCR, and support further ratification, implementation and enforcement of the BWM Convention in the region.
    In addition, the workshop will review the Guidelines for ballast water exchange and sediment management in Wider Caribbean Region Areas (BWM.3/Circ.2) and determine what additional measures should be adopted to improve regional coordination and harmonize the implementation of the Convention.

The workshop, to be coordinated by RAC/REMPEITC-Caribe, aims to answer the request for assistance on the NOSCP made by Grenada during the Regional Senior Maritime Administrators workshop held in early 2019. In collaboration with key government agencies and stakeholders involved in responding to oil pollution incidents, the workshop will also aim to clarify roles and responsibilities during the response to an oil spills and develop an action plan to facilitate the development of an effective national oil spill preparedness and response framework.

              NATIONAL WORKSHOP ON RATIFICATION AND IMPLEMENTATION OF THE AFS CONVENTION

              Activity

              Following up on a regional workshop on the AFS Convention that was organized in Trinidad and Tobago from 20 to 22 June 2018, Cuba undertook significant follow-up action towards disseminating the knowledge obtained through the workshop on all aspects of the AFS Convention throughout the various port authorities across the country. In support of this initiative, this workshop is aimed at assisting Cuba to ratify and, subsequently, effectively implement and enforce the international Convention on the Control of Harmful Anti-fouling Systems on ships, 2001 (AFS Convention).

                SUB-REGIONAL WORKSHOP ON THE DEVELOPMENT OF EFFECTIVE NATIONAL FRAMEWORKS FOR PREPAREDNESS AND RESPONSE TO OIL SPILLS - ANTIGUA AND BARBUDA

                Participating countries: Antigua and Barbuda, Aruba, Barbados, Dominica, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines.

                Description: Over the last two years RAC/REMPEITC-Caribe has done significant work assisting countries with revisions of their NOSCP and this workshop is planned to help to further progress these efforts and encourage the finalization of these plans throughout the region. Given the scope of the work to be undertaken, this workshop will be preceded by a series of preparatory meetings held remotely to outline and discuss the work to be undertaken prior to the meeting to facilitate a tangible outcome. This workshop will also aide in gathering data for a regional risk and needs assessment that will form the basis of a longer-term strategic plan for RAC/REMPEITC-Caribe to effectively target the priority capacity building needs in the region.
